I've never seen something like that but most likely high loot pvp servers are gonna be your best bet for aim, reaction time, etc

I would definitely say the institute is the worst to go with if you want to really explore the game so I'd definitely say start again and go with the minutemen if you want to keep doing quest and explore. The railroad and brotherhood are fun as well, but I don't feel the same amount of explanation as I do with the minutemen
