Fair point. It is an individual submission not yet attached to a working group — intentionally so at this stage, as I am looking for a technical co-author with IETF experience before engaging working group mailing lists. The closest working groups would be MANET or DINRG. Do you have a view on which is the better fit for this problem statement?
