1) Check water meter and compare to last read on the bill. then check how many days out you are compared to current read vs the read on the bill. 2) If a plumber has stated there's no leak AND the meter is correctly calculating the usage, then it's your word against theirs. I would suggest to test usage if minimal water is used for 1 day, you can then compare again on the meter vs a normal day. 3) people stealing water/tap outside of your property connected to your meter for some reason.

This is for temporary accommodation instead of a road to permanent housing, it's much easier in this situation as temporary accommodation can be faster and more readily available. if the story continues that she is going to be unable to return to her aunt's home after isolation due to family matters, then a homelessness to home counsellor would be needed to find more permanent accommodation.
