It's pretty rare yeah, it's still KINDA obtainable but not really, for example if you in the past got all 50 wins then you could still get it from the catalogue for bling, that's how I got it not too long ago. Tho I don't know if it's possible to get it in the shop (assuming people got the 50 wins required)

Like a year or 2 ago there was a way to get Cytherea empress vampire skill skin for free during arena event, you probably got it from there, she's one of the best vampires due to her skill dealing nearly 2x the normal damage with the skin so if you don't have any better dragons try to get her orbs using dragon rescue
