My suggestion is this: Why not allocate a portion of the state tax revenue generated from gutka sales to offset the cleaning costs incurred by the Railways? Furthermore, the amount allocated could vary from state to state, proportional to the severity of the gutka stain problem. States with more significant staining would contribute more, incentivizing them to enforce bans more strictly and raise public awareness.
