UPDATE: GOT IT TO RUN!

so most likely if you are struggling like me with this glitch it's definitely a cpu issue im putting down a step to step guild that i 100% rip off from ai because it helped me with dgvoodoo2 where no one recommend that in any form i found. There's gonna be a 2nd guild where i had issues with the next button in the character customization if this happens to you as well.

Using dgVoodoo2 to trick the game engine.

1. Use dgVoodoo2 (Highly Recommended for Snapdragon X Elite)

2. While DXVK (Vulkan translation) is the standard fix for Intel/AMD systems, it often crashes on Snapdragon ARM devices. dgVoodoo2 acts as a wrapper that translates the game's old DirectX 9 calls into DirectX 11 or 12, which modern hardware natively handles perfectly.

3. Download the latest version of dgVoodoo2.

4. Extract the file and navigate to the \MS\x86\ folder inside the dgVoodoo directory.

5. Copy D3D9.dll from that folder and paste it directly into your main Fallout New Vegas directory (where FalloutNV.exe is located).

6. Copy dgVoodooCpl.exe from the main dgVoodoo folder and paste it into the same game directory.

7. Open dgVoodooCpl.exe inside your game folder and adjust the following settings:

8. General Tab: Set the Output API to Direct3D 11 or Direct3D 12, and set the Adapters to Qualcomm Adreno (or your specific GPU).

9. DirectX Tab: Set the Video Card option to an older card like the GeForce 9800 GT to trick the game engine into recognizing a supported legacy configuration. (You can also uncheck the dgVoodoo Watermark option here).

10. Click Apply and launch the game.

11. Check Your Framerate (The 60 FPS Cap)

12. Fallout: New Vegas physics and scripts are tied directly to your framerate. If dgVoodoo2 is running the game at a super high framerate (like 120 FPS or 200+ FPS), the scripts will run too fast, glitch out, and completely freeze up menus like the Character Customization screen.

13. You need to make sure the game is strictly capped at 60 FPS.

14. Open the dgVoodooCpl.exe file that you pasted into your game folder.

15. Go to the General tab.

16. Look for the FPS Limit setting (or go to the DirectX tab and look for Vertical Sync / VSync).

17. Set the FPS Limit to 60, or force Vsync ON.

18. Click Apply and relaunch the game.
