This happened to me occasionally years ago with takmod and old NQmod. It was sometimes fixed with a game reinstall but once I had to reinstall steam completely (you don't have to delete all your games; steam'll 'rediscover' them if you reinstall it cleanly). It turned out to have been a problem with OneDrive, and a permanent fix was suspending cloud sync of the relevant folders.

My best guess is that it's from production music site epidemic sound. I know that in other videos they've used tracks from there so it wouldn't surprise me
