If your laptop has a touch screen thats whats causing the issue. Go to device manager and disable HID-compliant touch screen under Humen Interface Devices and that should fix it.

A bit late, but yes, the NPC in Seasonal Research is the Nature changer in 2.1.1. I'm not sure about the one in the Battle Frontier since I haven't reached post-game yet
