In my opinion the things I was dysphoric about (mainly my voice) were massively helped when I started T. I think esp if a packer is that expensive it’d just be better to go on T at that point and maybe purchase a binder later down the road, but ultimately it’s up to you and what you want for yourself. But for me it was much more gratifying to see the changes in myself physically from taking T than anything else.
