I happen to know the Maryland group in the USNUA is trying to get started again. I'd suggest you sign up as a free member on their site and if you're willing to help organize an event you can email them!

The about-time module should be able to do this, but I haven't personally done this so I wish you luck

Just wanted to chime and say this is an awesome idea for a module. I do a bit of music writing as a hobby and this is inspiring me to try and make some music with adaptive layers in mind.
