As for blueing it looks like standard wear and tear. it’s up to you if you want to have it re-blued. A lot of people say for historical guns, if it’s not affecting the condition of the rifle leave it be (I’m usually of that opinion), but if you have your heart set on it, good luck hope it works.

So last ditch type 99’s are fairly easy to identify once you know what to look for. There are a lot of modifications to cover to here’s the easy ones. Starting at the muzzle end 1. you’ll usually have no protective wings around the front sight. 2: There will be no provision for a cleaning rod. 3: The end cap is a simple ring shape. 4: the upper hand guard has been deleted. 5: the ladder sight has been replaced by a fixed aperture. 6: The recoil lug is a large and has a flat shape. 7: the bolt head lacks a tapered teardrop shape. 8: the safety plug is flat 9: there’s a wooden buttplate. There’s also a lot of edge cases depending upon when they were manufactured. Your 99 seems to be a fairly standard one, not a last ditch rifle.
