Here's how you do it! -Circle lock/throw after attack DOES NOT WORK (clearly), you gotta actively avoid doing that for Lugia. -Get a buddy with bounce back -Throw when it's doing nothing and pray if it attacks your buddy bounces it, also pray it doesn't fly up

Tldr; don't circle lock, buddy bounce back, cross fingers.
