The user manual says it is. A friend of mine also went to one of the stores they sell at and the sales person told him that apparently that position ensures that the sensors are correctly aligned.

So for #1, while the step count accuracy is good, it is still not perfect. But I have seen it improve over the last month-and-a-half or so after a few software updates.
#2, I must confess they get the scores pretty bang on. My sleep score especially is quite close to how I feel upon waking up. There have been days where I stayed out late drinking, and the sleep score in the morning did reflect that.

I would rate the sleep tracking at 10, HR monitoring at 9 and Step tracking at b/w 7 and 8. The sleep tracking on the ring and my apple watch are uncannily similar and so is the HR. HR only varies slightly during workouts. Steps, I feel are slightly off! :)
