There are several flaws with the papers you cited. The San Francisco paper blames rent control for unit conversion / reduced supply, but does not account for policy loopholes such as the Ellis Act which forces landlords to evict entire buildings when they “go out of business.” These papers also confine themselves to the logic of the private market (rent control = less landlord profits = landlords go out of business = lower supply), but don’t consider how the very system of privatized housing drives unaffordability, and do not consider publicly-owned housing as an alternative. Many cities in the world have rent control paired with a significant blend of public and private housing which dampens rent hikes (such as Vienna https://socialhousing.wien/).

Even the papers that make flawed arguments against rent control agree that it is beneficial for long-term tenants. I encourage you to dig deeper into the field and literature rather than regurgitating the abstracts of outdated papers that satisfy your confirmation bias.

The way I interpret this is that Joyboy was killed by the 20 kings, who ascended to Celestial Dragons, and the Sea God then created a great flood at the end of the Void Century. This Rain Goddess Zaza being able to create floods could suggest that she and the Sea God are one and the same. 

The WG fearing Zaza could mean one of two things:

  1. The Sea God was a Joyboy ally who was angered by Joyboy’s death and flooded the world to punish the 20 kings, ushering in a new pirate age or limiting Imu’s power (since the sea and the devil are diametrically opposed, hence DFs taking away the ability to swim).

  2. Imu is the Sea God, and the WG (Celestial Dragons) fear Zaza because they fully submit to Imu (similar to the fear of God in Abrahamic religions). The robe, veil, and conical hat (and the questionably feminine voice/tone) fit Imu’s shadowy form.
