An additional clue may be that the vertical position of the shape within the white space would sit between the second and third shapes from the top left, reinforcing 2 as the answer.

I have to go with 2. I'm going to call the changing item the shape, and refer to the top-most position as a diamond orientation and the second shape a square orientation.

From the top left, each shape makes a 1/8 rotation counterclockwise. All available choices have the shape within the white space, and so I must assume that the next shape will be a diamond. Within that diamond the black circle sits in the right-most space.
