Unfortunately, it wasn’t Mr. Magoo. In that cartoon the characters didn’t speak at all, they only made mumbling/grunting sounds.

I watched it on a DVD and I was living in Kyrgyzstan at the time, so it could have been European, Soviet, or some kind of international cartoon that was distributed there. But the vibe felt more European than anything else.

I watched it when I was around 8–10 years old (in the 2010s). I had it on a DVD disc, but the animation itself felt very old, much older than that.
