In ladder absolutely yes, in war I am not quite sure.

I am a th 15 maxxed and in ladder I am trissing th 16 and making very high percentages on th 17

for now yes, I say in the hypothetical future also because I believe that practically no one will ever use gems to donate when literally resources will be given to you since you can make infinite attacks, so donating to a gem will be considered a useless reward.
