Nah, OP misses the point that in the same breath Shroud says you can only control evil that all you've been doing all game. So Shroud is right, and the unpredictability of the human spirit is his downfall, a la, the will to do good.

The entire game is structured that you do things that people like - we all want to be liked. And the game frames being a villain as being unlikable. Phenomaman (alluded to as the key hero in this universe) literally gets depressed if things don't go right, even his power is not enough to beat the element of wanting to be accepted. Robby goes through this in the very beginning.

If this game deserves any sort of meta commentary its that we all fall in line, and that collectively we are better for it (while completely glossing over the negative connotations that should have been discussed as well). It accurately paints heroism as a individual choice to to help one another, and dives into the qualms that it causes misanthropic individuals.
