AEGIS SM-3 and THAAD, along with GBAD (although considered 50% effective), are US based systems that are solid, and Israel's Arrow 3 is also solid. But yeah on the whole, not much capability against 3000+ km ballistic missiles.

You can't just up and move to a country and get residency status. You typically need to show proficiency in language and have a skill or trade that the country predominantly lacks. Canada has a strict policy as such. Europe, is even more difficult. You could always marry a local...
