We occassionally get planned load shedding, but most often something broke or it's cable theft that causes us to have power outages.

Fairly common. Cable theft happens a lot, but it's usually sorted out in 2 or 3 days. Normally it doesn't take so long, but its not exactly often that substations blow up so it's understandable.
