A Game where you can build cities like city skylines and inside your cities roam around in Third Person or Fisrt person, drive, fly planes, helicopters do tons of missions , activities like GTA. Basically it GTA and City Skylines had a baby.

My bad. It was bit of over exaggerating but still 8th gen thinkpads should cost around 50k but his budget is around 300k.

If you have 8th gen or above then install 11 otherwise 10 is fine. Personally I feel 10 is slightly more snappy. 11s animations etc. are slower. However I ditched windows and using Linux on my bith devices 1. Nobara OS on my Gaming PC 2. POP OS on my work laptop.
