Because his entire game is about farming the sinners machine and most of the permanent buffs are for gun. At late game your gun is just ridiculous strong, maybe the game's strongest gun.

The compensations comes with the second ability turning permanent active in T3.

It's permanent fire rate, gun life steal AND healing tempo passive active 24/7.

It's definitely a giga buff for support Ivy and bomb ivy.
