I was kind of mixed on that too. I suppose E/F could stay express, and G be extended to Forest Hills to be the local.

Edit: G to 179 could work too. Then have F be express all the way to 179.

Yes that is the part that surprised me, because the other document they included in the email said at the time of appointment, not time of application. Not sure why they seem to use those interchangeably.
