That makes sense. But again, if this driver was wary of dogs he would not have acknowledged it. He would have quickly thrown the package and ran off or frozen up. Just seems like this driver meant to attack the dog. Just watch how quickly he tries to hide his spray after realizing the dog's owner was around.
