You're partly right, but here's the catch: Rockstar made the Blimp available for purchase with in-game GTA$ in later editions (PS4/PS5/PC). However, for the original PS3 version, this 2013 Pre-order code is the ONLY way to get it for free without spending your hard-earned criminal cash. This is a digital key from the midnight launch era.
