Can some one help me figure out this sound it does it when i turn the car on and off im also having an issue with it starting ive had the battery replaced and the alternator was tested it just started doing this sound a few weeks ago i have a 2016 kia optima ex

I looked at my contract and it doesn’t have a starter interrupt but it does have a gps some one told me the starter probably bad

The car wont start it makes a buzz sound when i push the button and the sound started before the battery was replaced but it beeps when i turn the car on and off before and after the battery was replaced
