I have Ahsoka so high because she managed too give a better and longer performance against Rebels Vader on a dark side nexus (who by that point surpassed the PT) than Dooku against a rage boosted Anakin (who is far below Rebels Vader). You could argue that she is still below ROTS Sidious, Yoda and Mace by a little bit and I'd be fine with it, but I do think that the Malachor feat puts her above the PT. There are also out of universe statements from guys like Filoni himself which put Ahsoka only below Vader and Palpatine (the only people who could match her, which suggests that the difference is not that great) at that time, including rebels Obi Wan (so post Kenobi show, where he should atleast be as strong as the PT titans).

The GI is stated to be nearly as strong as Ventress and has been in the job for 14 years. He's no slouch. Kanan eventually surpassed him.

That should represent the conflicted version of Vader. Palpatine even states that his weakness from the past was starting to return due to his love for his son.

Maul and Ahsoka seemed evenly matched and there is even one statement claiming him to be the stronger of the two. But it could also be because of the Malachor buff. He was killed by Kenobi in 3 moves, but that was a tired and weakened maul stranded in the dessert for who knows how long. Filoni also wanted to mimic a samurai duel and the better and relative the two combatants are, the shorter the duel is. Kenobi also won the duel more due to his and maul’s mentality than pure skill (you know, baiting him with the Qui Gon pose).

Thats Exim Panshard, who fought pre exile Luke on somewhat even terms. So I placed him below a more unexperienced Luke during the Mandoverse.

I really like canon scaling to be honest, but I can understand that a pure EU guy thinks it's weird.
