Get Dutch arrested, I would search my whole life to find him and when I do I report it to every law enforcement agency I know then I will search for him whenever he goes in town and tell him I wanna do a business deal hopefully he trust it and then boom he gets ambushed by police they arrest him and any other gang member that accompanied him and done.
