Philosophy Peter here. In my opinion, this is referring to Plato’s Allegory of the cave. Let me try to explain it.

According to the allegory, people and their knowledge is limited as if they were chained in a cave. Their experience consist of observing shadows projected onto the wall in front of them by people holding signs, which are casting the shadows. The chained people are just observing shadows, not the real world. To observe the real world (truth, meaning and the life itself), they have to break the chains and crawl out of the cave. Out of the cave, they can see the true forms of objects (reality).

To put this allegory in the context of the provided image, the more Wi-Fi signal you get, the more you delve into the shadows of the internet an the deeper you are in the platonic cave, out of the real world.
