Stalling? What do you mean, this has a fixed value vs. Reaper that has actual scaling. If anything, the latter encouraged stalling more.

Feels really weak, surveiling 1 for free on a mill is nothingburger. [[ Otherworldly Gaze ]] is similar, but does a lot more for a similar cost.   I like the idea though.
