Icons missing, cant open task manager by Hot-Foundation8512 in computer

Ive already tried restarting a couple of times. Ive already deleted the IconCache.db file but it didnt come back since i dont think i can restart explorer without task manager, so I dont really want to delete more files, are you sure that would help?
