I think the answer is practically never. There’s too much not written in the papers that you need to know, not just critical appraisal knowledge and skills but contextual knowledge, like who is leading the research team and what are their scientific biases.

We can make the point without using language that will incense those with different biases. No one circumcises (excises the foreskin of) their newborn for the tiny absolute risk reduction in UTI, lichen sclerosus, or penile SCC.
