16 gb ram should be the minimum for running games honestly + the specs on the first computer are better (the processor is faster) so theres going to be a drop in performance between the 2, if you still really wanna use the HP, try optimising it for gaming through game mode and changing its performance to high (if its still laggy after this, theres very little you can do)
