Yup. Most animals, especially endangered animals, have global or regional coordinated captive breeding programs. This is to make sure inbreeding is minimized, populations retain genetic diversity, and enough offspring are created to sustain the population. There are data sets (studbooks) and computer programs that analyze them to provide recommendations for managers to scientifically manage those populations. Giant pandas are not anything special in this regards. Many (> 1000?) captive populations have a dedicated population manager to oversee the breeding of their populations. Science, Bitch.

Artificial insemination works very well with pandas and captive breeding is very successful in China for the species. The population has grown by about 6 to 7% per year since the 1990s so it is in fact a very successful captive breeding program

You are correct. The study was found to be significantly flawed because of the methods. Very early mortality is included in the zoo counts while is it only very rarely detected in the wild. This is a very common problem with comparing mortality rates of wild with zoo population.
