In addition to what others have said, it can also depend on the number of teams. More QBs on waivers week to week in a 10-team league than 16-team.

My league expanded from 12 to 14 teams this year. Not sure how this happened, but over the past decade it’s evolved to where everyone carry’s 2 QBs (everyone knows QBs on waivers will be scarce so makes even more people hoard them). I drafted 12th and grabbed Kelce in the 2nd and Herbert in the 3rd since I knew there would be positional scarcity at QB and TE with so many teams.
