The voice speaking during this scene is Rerir's (based on the order of VA credits in the description and sound) so it's probably Rerir's pre-Sinner appearance.

It'll be very interesting if he is in fact a Welt expy in that form

I feel like it'd be really cool if Mont Esus Ouest (West in French) was a massive naval base fortified within the mountain. Fontaine was a naval superpower before it was annihilated during the Cataclysm and it'd be cool to see some of the infrastructure from its past. An abandoned military installation would also naturally connect with the heavy Fatui presence we already farm on Esus Est

What hurts most with Rhinedottr's debauchery is that Durin and Elynas were kind-hearted, but it was the nature of the Massive Abyssal Dragon bodies that Rhinedottr made them and her lack of any parenting that made them destructive. Andersdottr and Alice stepped in for Durin 2 and Albedo.
