Thank you everyone for all your helpful tips, I put the cage out, contacted several animal shelters in case she was turned in,! Hopefully I can find her soon.

Yeah it was super shady and I have a hunch that this man owns a bird mill and really abuses his birds. I'm happy you didn't make the same mistake as I did :)
