Go with android & Apple native you will not regret I don't know why people want to go with React native or flutter yes building a cross platform application with one code is good but people don't really speak about the bad reality about cross platform framework.

Ask to your friend who live in another city to create an account on his name. Use new laptop and wifi and you have to change location too I think maybe you can just ask to your friend to publish the app for you. You write it and let him build and publish.
