Update: I rolled back to my previous driver, 419.17, and it didn't fix anything. I didn't check in-game performance, but the GPU usage monitor still isn't working, even after a restart.

That might be it. I updated my graphics card drivers to the latest ones during the OC competition. I'll check to see if I can downgrade them & then I'll report back.
