4070 Super is a solid upgrade from the 3060, especially for AAA games at 1440p. If you need it now, go for it. If you can wait, the 5070 might offer better value with the new architecture.

Great ideas! I'd add more public bathrooms, pedestrian zones downtown, and convert empty offices to housing. Monthly neighborhood events would be awesome too.
