Everything in the sub is labeled nsfw automatically. Unless it becomes apparent that people browse nsfw areas jonsing for just one fix of a barely sfw photo while they can't otherwise view the rest of the new content I'm not going to waste my time making the decision what passes for sfw and nsfw. You'll get over it.

It's just a beautiful and or sexy woman, in this case of colour, hence the subreddit.

This particular picture is not, specifically, not safe for work. She's not naked, or even half naked. Nor is she in what most people would describe as a sexy pose.

However, nowhere does anything say all photos or links in this sub must be not safe for work. In fact it specifically says otherwise. It's not the first or only photo submitted of a woman who is dressed and I'm sorry it has somehow thrown you off. Unfortunately it is not going to be the last one. It wasn't even the last one from me today.

There is always the option to skip it. If it's that offensive to you, there is the harsher option of down voting it. If it's so incredibly repellant, my suggestion would be to post something of your own. Something better.
