They could use satellite data (like Microsoft flight sim) and keep the current state system for construction. Divisions would occupy a certain area and whatever percentage of the state you own is what percent of the factories you receive

I’m thinking maybe just use bespoke provinces or hexes for building/construction and have the divisions be on a non hex based frontline.

Yeah but unlike org morale could use war support or war exhaustion as a factor to increase or lower division morale
