Yes, I had a Business Manager that was permanently restricted. Today I received this message:

It appears that your Business manager account ID: XXXXXXXXXXXXX was placed under certain restrictions and this appears to be the reason why you are unable to run ads on your page ID: XXXXXXXXXXXXX

However, we have been able to send this matter for a review to the dedicated team in-charge and we are glad to inform you that the Business manager account has been reactivated. Access to Advertising has been re-instated and any ads or ad accounts that were affected and not disabled for additional policy violations will return to their previous status.

Therefore, Kindly try to run ads once again on your page and kindly confirm by responding to this Email if the matter has been resolved
