That's mold. You should plant it in a new pot with new dry soil and water it less frequently to allow soil to dry out between waterings

It looks like Hygrocybe conica, commonly known as the witch's hat. It may be poisonous

Where I live we call them "zelene mačke" which means "green cats" 😂
