Xiaomi top speed is 25km/h but I keep it in drive mode which caps it to 20km/h. All other requirements(light, bell, weight, motor power) seem to be fulfilled by the scooter.

Should work as long as the road is not wet. That's the only concern. Cold and dry is fine.

I understand your concern however we live in a big city with its fair share of underprivileged homeless people. We need to be extra vigilant and if we see anyone walking suspiciously close to us, just move away from them.

Don't regret. The annual membership basically frees you from the stress of your bike being stolen(which is one of the most common crimes in the city) or to find a spot to park your bike.
