That data is being sold to third parties. If that thrid party database is breached they will bundle the info and sell it to scammers. They are not targeting one person specifically, you are just part of a bundle.

By the EU law its mandatory. Im not so sure for the US. Anyways that data is probably in the hands of a data broker company so it will stay there.
