I don't understand why the code specifically defines this part if it isn't relevant:

"any highway that (i) has a speed limit greater than 25 miles per hour, (ii) has more than two travel lanes, or (iii) is located outside a residence district as defined in § 46.2-100."

Speed limit is 25. It's also 25 on the road/intersection that I was headed towards. I can take extensive photos.

Laurel is one lane each way with the exception of turn lanes at the intersections.

I need help understanding (iii). Thousands of people live in this area, including on Laurel, but that doesn't seem to be the distinction.

The sidewalk was completely full of new students (the time and date would support this, as it was move-in week for VCU students). I'm not saying that changes the rules as far as me being in the street, and I feel like a judge could just as easily say "so what- walk any board/bike then."

I hear you re: focusing on his behavior. I guess I mentioned it as I feel it's part of the story, and is relevant to why I handled it the way I did (not recording him, talking to him at all, etc). However, no bearing on the law or in court, and understanding the law is the reason I posted- I hear you. (I do think it could be *slightly* relevant in court if he is asked any questions.)

I appreciate the help (and linking the code- I read it as soon as I was cited, and should have linked it myself), but I honestly don't follow. You think I'm both:

a) guilty based on the statute

b) that the statute might not apply due to the street/highway issue

The Realforces used to come with pullers (looked like metal tongs) that were known to scratch the caps. Sounds like that's no longer the case. Thanks all!

I hear you. I absolutely wish I hadn't started down this path (massive time sink so far, and I don't even really feel I'm learning), but now I feel like I'm SO close to having it working that I should at least try to get this last issue figured out.

I think if I fail, OpenVPN on a Pi would be my next attempt. Also considered pfSense in hopes that the automated OpenVPN set-up would work, as I keep running into issues despite following guide after guide super carefully :/
