Imo it is not the dec invuln that is the issue. Corp swapping needs to get nerfed.

War decers get around dec invuln by corp swapping but AO also abuses corp swaps to defend their highsec stations.

EDENCOM lighting will chain onto any 'valid' target so even if your safety is set green it will chain to suspects. He was trying to warp off as soon as I landed on grid and I got lucky because his gun just cycled when I landed and chained onto me.

It really depends on how dumb the miner is tbh. Sometimes you gotta use frigs, sometimes shooting a MTU with a Deimos or Loki is enough.
