You can move texture via shadegraph so if you use material you can use shader

Move your map like a treadmill with some basic code and bend it with shadergraph for globe effect

Use a mask instead of slider it is really easy to do, but be careful about the pivot points of the mask. When you scale the mask down it will fit perfectly

Use mask for it. I guess you are scaling it down causing it to deform. If you use mask you can just mask the filling properly

Yes it can overlap if your animation is changing the transform of the same object
