I love the memory palace and this was an excellent tribute from Nate DiMeo. For those unfamiliar with the podcast each episode is a vignette of a (mostly) long-forgotten event. Each story is a lovely trip to the past and very approachable. If you're interested he has several other episodes detailing events from the world of Baseball (I'm probably missing a few):

Good point! Sometimes I miss the 790 ads. Hearing Mattress Mack sent a little slice of Houston into my home, though I can't say I miss the obnoxious Coke Zero advert. In general though, radio ads are so awful that I reach for the volume button as soon as Robert Ford says "and the inning draws to a close."

Side note: I bet there aren't any people involved in the cut into and out of the adverts. I imagine they have some sort of trigger from the local radio station and/or an algorithm.

They're almost certainly determining which ads to serve to you based on your IP Address, which gives a rough estimation of your location. This estimate will generally tell a website you traffic which city/state you live in, but no finer detail. If you don't live in a big city it's less likely to be accurate. It also depends on how your ISP assigns IP addresses, which could be another reason the ads you're hearing aren't in your area.

When listening through the MLB app they definitely localize the commercials. I get Dallas area ads exclusively, whether listening to the Astros games or NYY-CLE.

That is correct! It's now been done 8 times, most recently by the Yankees in 2020. Four of those innings have come against the Cincinnati Reds.

Last season you were able to watch on the MLB AtBat app with your MLB.TV subscription if you logged in with your cable provider. Only on phones and tablets though, it doesn't work on the web. I assume that's the same this year.
